Devon Hartman is now focusing his 35 years of experience in architecture, construction, and strategic business development on the field of Energy Efficiency and Solar PV. He is an expert in strategic business systems development, consumer-facing sales and marketing strategies and energy efficiency management operations in Home Performance. Newly retired from his decades-long role as Co-Founder and President of HartmanBaldwin Design/Build, Inc., he has Founded CHERP, Inc. to form collaborative partnerships with cities, counties, community organizations, and contractors to promote sustainable building practices and the reduction of fossil fuel use in buildings throughout California and beyond.
His award-winning architecture and construction work has garnered over 50 national awards, including the Gold Nugget Grand Prize from the Pacific Coast Builder’s Association and the Grand Prize Design Award from Remodeling Magazine. His work has been featured in numerous articles and interviews including Preservation, Wall Street Journal, Remodeling Magazine, LA Times and HGTV and he has worked in France, Peru, Brazil and Egypt. Devon is a General Contractor, Designer, Developer of VGM Santa Barbara, LEED AP, Green Point Rater, lecturer; consultant; community organizer/educator.

With decades of energy efficiency, construction, community engagement, and business management experience, Dave brings to CHERP decades of experience, wise council, and a true heart for our mission. Dave spent 30 years as a General Building Contractor and for the last 20 years has focused primarily on reducing the use of fossil fuels in the building sector by applying building science performance metrics to accomplish deep-energy reduction retrofits for buildings. Passionate about the role that contractors can play in fighting global warming and, at the same time, improving the health and quality of life of the people living in his homes, Dave has become a national leader in the building science and construction industry. He served as President of the California Building Performance Association- now Efficiency First California- and received the Tony Woods Award for Excellence in Advancing the National Home Performance Industry. This national award recognizes the single individual who has most advanced the home performance industry over the past year.
Dave then founded GreenEarthEquities, devoted to helping communities in the Fresno area recover from the recession. He bought foreclosed homes and installed complete energy retrofits along with some quality remodeling before selling them to first time home buyers, previously unable to enter the housing market. The concept is a win for all concerned: the homeowner gets an affordable home with lower bills and more comfort, the neighborhood has improved values, the workforce is supplied with green jobs, and the planet benefits from less carbon burned.
Dave followed “the Grand Babies” to Virginia where he and his wife, Luelle, now enjoy their three grandchildren. Luelle’s career as a travel agent causes Dave to investigate energy efficiency and renewable energy projects worldwide as he goes along on those travels and cruises, protecting Luelle from piracy on the high seas.😊
Dave is currently in seminary at The Living School, focused on social justice issues, and a Coach, working with Destination Imagination to inspire and equip our next generation of children to achieve anything they can imagine in life by building confidence and developing extraordinary creativity, critical thinking, communication, and teamworking skills.

Mark has a particularly wide-ranging mix of skill-sets, experiences, and passions that make him a valuable and trusted CHERP Board Member. With a BS in Industrial Technology/Construction and as a licensed Real Estate Broker, Mark operated his Real Estate and Property Management business rehabilitating over 120 apartment units and houses. He is a building science expert and has been a certified energy efficiency CHEERS Rater since 1991 – one of the first in the profession.
Since the early 1990’s Mark has been following deeper interests in helping to form and manage several non-profit organizations focused on affordable housing, education, employment services, health access, and low-income community development. Over the decades he has developed expertise in non-profit organizational development, program/funding development, grant writing and project management. He currently consults to organizations on non-profit formation, articles/bylaws, Board development, financial planning, government compliance and fundraising/development strategies. He has assisted more than 175 groups in becoming non-profit, tax exempt (501(c)(3) organizations, served on numerous governing boards, and worked in staff positions of Executive Director.
Mark’s perspective has been shaped by a unique combination of private sector/non-profit experience, and an entrepreneurial mind set, experience and skills. CHERP’s mission perfectly overlaps with Mark’s as his continuing interests are focused on community and economic development for low-income cities, neighborhoods, and families.
Dr. Enrique Medina
Director of Career Readiness (Retired)
Dr. Enrique Medina has focused on making a difference in the community of the City of Pomona for over 32 years throughout his career at Pomona Unified School District. Dr. Medina became a part of the Pomona Unified School District team in 1990 starting as a High School Science Teacher. He has held many positions in his career at Pomona USD, including the Director of the Career Readiness and San Antonio Regional Occupational Program, which have been grew tremendously under his leadership due to industry and business partnerships and labor market demands, governmental agencies, and successfully being awarded grants resulting in opportunities for students and adult’s lives for the city of Pomona and Inland Empire.
Dr. Medina’s focus is to make sure that everyone has the opportunity to be career ready and/or college bound. He has helped developed 21st Century Career Technical Education (CTE) programs and enhanced and maintained current CTE programs that are in high demand in the labor-market to provide businesses with the most qualified workforce. A key component is to provide Career Pathways and employability skills that
are necessary to successfully transition to employment and postsecondary education.
Dr. Enrique Medina has served, and continues to serve, on many local, county and state boards and committees in the areas of career readiness. He currently serves as Commissioner for the Los Angeles Workforce Investment Board and has served in the capacity of Executive Board Member for the Pomona Chamber of Commerce and has been on the Board of Directors for many years. He is the founder of the College, Career and
Workforce Development Task Force. He is a life-long learner and knows first-hand the pivotal role that partnerships between education, business and workforce development provide to enhance opportunities in academic, business, work and many other life opportunities.
As an immigrant to the US at the young age of 12 from Mexico, he started school in the US in 8th grade. Fast forwarding to his college education, Dr. Medina attended the University of California San Diego and earned a Bachelor's degree in Biological Sciences with the emphasis in Biochemistry and minors in Organic Chemistry and History of Latin America. He obtained a Master’s Degree from Cal State Los Angeles in Social and Psychological Foundations of Education and his Philosophy Doctorate Degree in Urban Leadership - Education from Claremont Graduate University.

Professor Kash Gokli is the Oliver C. Field Professor of Manufacturing Practice, the Engineering Economics and Inaugural Director of Entrepreneurship Initiatives, and the Director, Riggs Fellowship in Engineering Management
at Harvey Mudd College and the professor who led Harvey Mudd's second Clinic Project with CHERP during the 2018-2019 academic year, where he helped his team of students design the layout, production line, and processes for CHERP's Pomona factory.
Kash is also an award-winning Operations, Manufacturing, and Engineering Executive with an exemplary record of leading operations globally for small through Fortune 500 companies. He has extensive experience in durables and consumables in consumer, commercial, and industrial product industries and is a strategic visionary in transforming companies into best-in-class, global competitors. Kash has an outstanding reputation for improving profitability by implementing best practices including Lean, Toyota Production System (TPS), Six Sigma, Total Quality Management (TQM), ISO, Continuous Improvement, Design for Manufacturing (DFM), and Voice Of the Customer (VOC). He has a strong background in developing innovative, breakthrough products and is a superb leader of people, including fostering a working environment that enables all employees to fully participate and flourish. Kash has a M.S. in Industrial Engineering from University of Illinois Urbana-Champaign and a B.S. in Mechanical Engineering from Gujarat University.
